I actually agree with you.
The larger problem is that the country is presently so lacking in security that police and soldiers in training are easy pickings for all the terrorists who have flocked to Iraq (as witnessed by the hundreds of trainees who have already died this year). The present environment over there is simply not conducive to building a viable defense force, much less any kind of infrastructure.
Whats your suggestion then? We have a lot of people who like to point out problems, and nobody who is willing to go out on the line and say what THEY would do.
We should just pretend we a re winning. Or increase the number of troops and make for a secure Iraq to start training the security forces.
