Neighbors leave their dog out all night

Its one of the residents of a 4 unit apt. building, not sure who, but I think they just tie it to a chain outside and it barks for hours!

Is this usually illegal?
 
Check your local city ordinances. Usually there is something similar to a barking dog ordinance. Call the police one night (non emergency line) and notify them. The owners can be issued a fine.

I feel ya...i had an upstairs neighbor that had a dog and every morning after they left, it would bark non stop for about 1.5 hours. And i didn't have to be up for about 2 hours until after they left. Used to piss me off to no end.

Aren't there devices that let out a high frequency squeal that only dogs can hear and makes them shut up? I think that some of them are bark-activated.
 
some of my friends had to deal w/ this. a couple calls to the cops in the middle of the night solved that problem.
