Neighbors leave their dog out all night

I tried that. Left a note on their door, and asked them personally. They said they can't do anything about the dog barking when they aren't there. I find people generally don't give a shit about other people, and there's no point in them knowing who it was that called the police...so there is no chance of retaliation. I wouldn't waste my time talking to the owners. If they are willing to leave their dog out all night, knowing it's barking up a storm (are they deaf?) they certainly aren't going to give a shit if you have a problem with it.
 
Too bad you don't have closable earflaps just like your eyelids only for your ears. Then you could close them and have a nice peaceful sleep. But you don't.

I made a poll about this subject some time ago asking if closable earflaps would be a cool evolutionary advancement for people and several posters thought it was a good idea. I did too.
Maybe someday.

I can't think of a reason for much of anything to evolve anymore. We override natural selection with health care, safety devices, etc.

Yeah, my thoughts exactly.. Because i'm sure the barking is pissing off other neighbors, especially the other people that live in that 4 unit apt. complex (i'm directly across the street from it, so it must be worse for the people even closer. that dog is so loud!!
