Neighbhor problems w/ house remodeling

Probably the renters. Some people have the weird aversion to individuals who rent. Sure some are bad apples, but hey, so are some neighbors.
 
Sounds to me like she has a mental disorder, seriously.
Not all mental disorders leave a person drooling and unable to function. The said person can appear to be perfectly normal until something sets them off or could only be a certain aspect of their personality. Seems the OP found a trigger. If this is the case, your screwed as rational reason simply does not work, you need to understand the disorder to be able to deal with the individual. Not to mention it's way to easy to scream "DISCRIMINATION" or something like this when dealing with a person with a mental disorder that causes problems short of criminal.

I do admit that most of my "insight" (for lack of a better word) is from my mother who worked her entire career as a nurse at a mental institution. So perhaps someone who knows what he's talking about can comment on this charming lady.
 
Simply say to her, "look, you're becoming a thorn in my side and you're slowing down the people who are working on my house. Maybe I'll rent it out, maybe I'll live in it. But, I'll remind you that there are plenty of federal equal housing laws that forbid me to discriminate who I rent to. Of course, small time landlords can skirt around those laws and still be picky in who they rent to. However, if you piss me off one more time, I guarantee that I'm going to rent the house out, and just to spite you, I'll rent it to a family of Mexican laborers. You'll be living next to a house with 20 related family members residing inside. So, mind your own f'ing business or I promise you, I will make your future as unbearable as possible. I'll walk a fine legal line and make you miserable until you finally move out of your house. I'll make sure your property value plummets, and whenever someone comes over to view your house, I'll invite a few of my friends to dress really sloppily and come over and sit on my front porch drinking from 40oz malt liquor bottles. So, mind your own business or suffer my wrath."
 
Her complaints and the city's investigations may be public documents. Go down there and request a copy of all of the complaints and the outcome to each investigation. This removes the he-said-she-said element and can be shown to police officers/court to help substantiate she is harrassing you.
 
Just make sure you do EVERYTHING inside is law. Do some research as to what your rights are and what her rights are. From this plan a course of action and confront her with this knowledge. You will also want to document what is occurring. If it escalates, installing video surveillance of your property might be in order. Heck, you might even want to contact a lawyer.

Agreed. Just make sure you aren't violating any local laws while setting up video surveillance.

Edit: Also, it wouldn't hurt to get a huge badass dog.
 
Hire a couple people of color to work for you, have them say she called them "racial slur", then call the local paper and report her. Her friend the mayor walks away like she stinks, she gets tossed off of whatever board she's on, and your problems are solved.

I bought my first house 10 months ago and then renters moved in next door 2 months later... I immediately turned into "that guy". Luckily, they are nice and have no kids.
He does over sprinkle his front lawn, which floods my water meter and the surrounding decorative rock to the point that the soil under the rock has settled to the tune of 8-10 inches. I've asked him twice to decrease time and increase frequency to no avail. Still a nice guy.
 
First I would have some fun with her.

Tell her your almost finished the remodeling and that you have decided to help out some troubled youth. You will be renting the house to a rehabilitated crackhead fresh from rehab (jail).

Later that night:

1. Large glass bottle with lid
2. Fill half of the bottle with gas
3. Fill the other half with motor oil (I like 10W-30)
4. Put a cap on the bottle and shake well.
5. Tape a rag soaked in gasoline around the neck of the bottle.
6. Light rag.
7. Quickly throw bottle at offending neighbors front door with enough force to break the bottle.
8. Bonus points for having a buddy simultaneously doing the same to the back door.
9. Execute E&E plan.
