The weakest rail on newer systems is going to be 12V1. 2 hard drives will need a max of 5A on 12V1 to spin up, but less than 2A when in operation. 1 DVD drive will need a max of about 1A on 12V1 when in operation. Your video card will need less than 4A on 12V1, and it certainly won't be drawing this much at the same time as the hard drives are spinning up. The Prescott 3.8 GHz uses less than 10A on 12V2, so you don't have to worry about the CPU with any decent PSU.
Decent PSUs will have 10 or more amps on 12V1, and your system isn't going to draw more than 8A at the same time. I'd still probably get something with 14A on 12V1, though, just in case you add a bunch of stuff.
Anyway, the XClio would be fine.
