No. ATi's latest drivers do both DirectX AND OpenGL refresh rate forcing.
OP, this is what you need to do:
-download and install the latest catalyst drivers (4.7)
-right-click desktop-properties-settings-advanced-displays
-click your monitor
-set the refresh rate override to whatever you want
Just be careful. If you choose a specific refresh rate, it will apply to ALL resolutions. This can pose problems if you run at a very high resolution occasionally.
I would reccomend setting it to "same as desktop".
