I just need a link to an easy to use and very basic refresh override tool for Ati cards running WinXP.

I assume you are referring to OpenGL games. Otherwise you can change the refresh rate to anything your monitor supports.

No. ATi's latest drivers do both DirectX AND OpenGL refresh rate forcing.

OP, this is what you need to do:

-download and install the latest catalyst drivers (4.7)
-right-click desktop-properties-settings-advanced-displays
-click your monitor
-set the refresh rate override to whatever you want

Just be careful. If you choose a specific refresh rate, it will apply to ALL resolutions. This can pose problems if you run at a very high resolution occasionally.

I would reccomend setting it to "same as desktop".

I've been using Rage3D's Tweak utility: http://www.rage3d.com/
It works for almost all games - GTA:VC still forced 60Hz and it made me sick after a couple hours of playing.
You can also set the theater overlay mode so if you are playing a DVD w/ S-video out, it will show completely on your TV.

Refresh Force is the best tool for the job. If you're having issues with it, go into ATi's control panel and disable DDC information. Also make sure you manually set the refresh rate and resolution to the highest your monitor supports.

i have a slightly different issue..around 50% of the time when i boot, XP boots at 60HZ, even though ive set refreshrate to 85, and it even shows up to be 85 even though i know its running at 60! i need to reapply 85, then it works fine. syncmaster 753S.
any suggestions?
