Hell no, those tracks are the epitome of cheesy, cliched late 90s 140bpm stadium trance. They're the total opposite of downtempo. The only thing more opposite would be some 180bpm gabber non-sense.

It's just one CD but it is out of print and seems like it was never produced in volume to begin with. I can't even find any sites that let you buy it digitally either, or can I find a torrent for it. Grr.
