yes with that cpu you will hold back a 4670 a bit at 1024x768. I would still get it since a 4670 can be bought for under 50 bucks making it about the same price as much slower cards. you were wanting to spend up to 150 bucks so my advice is to buy a new monitor soon now that you are only spending 50 bucks for a video card.
 
Get the Sapphire hd5750's if u want ... or the Vapour-X,that supports directx11 and u get a game Dirt 2 what needs full dx11.

a completely foolish waste of money with with an E2180 at 1024x768. that cpu would kill well over 50% of what that card could do at 1024x768.
