i'm wearing a shirt/tie for the first time in 3yrs.

i've had the shirt for the past decade and fit perfectly.
today, it's tight around the neck.

Sure it can change some but typically not a whole lot unless you've put on a lot of muscle. I think it might have something to do with your shoulders/traps getting bigger I don't think the neck actually gets thicker, I could be wrong tho. Mine doesn't change much, but I've also got an 18" neck so...

The traps connect all the way up to the base of your skull, so they'll definitely affect neck size. But other neck muslces can also grow in size if they get worked. I don't know what type of % growth you might expect, but they can definitely affect whether your shirt collar still fits or not.

If you compare pictures of my uncle when he was playing high school football to now (or anytime within the past 20ish years), there is a HUGE difference in his neck size. My neck also grew quite a bit (and kinda quickly) during that time of my life...I apparently don't work it nearly as much nowadays. I've kinda neglected the traps since, because mine gets so big (but no longer! 😀 finally giving my back the attention it deserves!)

So yes...neck size will increase as you gain muscle in the neck, just like anywhere else on the body.
