I think Nick Stahl is underrated, I actually liked him as the little boy in Man Without A Face, but even in T3 and Sin City I thought he was good.

It has nothing to do with culture. It simply shows that people seem to have a complete lack of vocabulary, so that they don't understand a basic term like underrated. Instead we see multiple Oscar nominees and winners in people's lists.

actually, i think culture does have something to do with it. they're not cultured enough to know any actors other than big named actors.

I didn't realize Edward Norton was underrated, I hear praise about his acting quite often. It started back when he did "Primal Fear", and they've been talking about how great of an actor he is for as long as I can remember.

I just remembered, Jim Carrey. He's not renowned for his acting abilities is he? I think he does a pretty good job in most of his movies, and at this point he's done a lot that weren't primarly comedies too.
