And just what troubleshooting have you done? Hmm... yeah, it must be the ISP.
Try trace route to the sites
Try another computer on the network
Call the ISP's tech support and ask for local outage information
Can you ping the sites by URL?
Can you ping the sites by IP?
Are you sure that it's not that those sites are down but a whole connection problem, just intermittantly?

Also considering the construction activity in the central routing areas in Salt Lake, it's not too uncommon to have some fat redneck dig up a line or to have smaller circuits temporarily disconnected and reconnected or to have a poor connection in general.
