are you sure that windows is seeing all your ram, i know you said you added more ram, but if windows cant see it its not gonna help you

I had a very similar setup to what the OP has and could run games without stuttering at only 512mb of RAM. 1gb is plenty for every game except MAYBE Far Cry at full everything.
Do try disabling Write combining as stated above. I had the same stuttering problem as you, tried everything you have and finally pinpointed the problem to Write Combining. Let me know.

Is it just those two games? When I had my problem the stuttering happened with EVERY game I tried.

not just those 2 games.. happens in all.. even doom 3 at the default reccomended settings..
dosent happen in 3dmark01/03/05 tho :/
