it looks like an edited version of some imam guy saying something, taking hat off and 2 guys come take him away, but the frames are repeated you can easily notice the same movements they do. The frames are doubled/tripled and run over and over again to fit the rhytm of the rave music in background. So there you have out of 10 sec footage a 60 sec wtf rave music
