I can only speak for myself. I do go through phases when I'm a lot more inclined to buy things than other times. But I don't just buy stuff because it seems cheap. I almost always buy things via tips at ATHT when I already intend to buy it. For instance, I'd been looking at 19" LCD's for over a year before I saw threads on the one I bought a couple weeks ago. It's the first one I thought, "yeah, I think that's probably going to work for me." Many other things like that. I'd go one further and suggest that hot deals are generally inimical to frugality, since the whole point of rebates, etc. is to get you to buy something that you ordinarily wouldn't be buying. You could get by only using ATHD to find bargains on stuff that you specifically intended to buy, but how many people here do that instead of going "Whoa, that's cheap! I think I'll pick one up! *"
