If the OP links an article, then anything in the article should be open season. The idea that the OP gets to define what can be discussed in a thread is much too confining.
Well, yes and no. Lets say an article is talking about reforming the tax code, but the poster only wants to talk about capital gains. If someone starts talking about farming deductions that would be off topic (unless it relates to capital gains) even if the article talks about it. Or if the discussion is about the start of the universe and someone uses a link to the book "A Brief History of Time".
But in most cases I would agree with you.
