Not sure about the 24 thing. You would still throw 27 to win the game. If you are winning and going into the bottom of the 9th, you are at bat and just pitched your 9th inning (9 x 3 = 27).

Could be 0 if the other team forfeits or the other team makes 15 non-pitch outs like batter box violations, I suppose.

another interesting way to reduce the number of pitches is a balk once a runner is on base. it is then possible to close an inning with only 2 pitches (and a triple play)

15. 15 one-pitch outs gets you through 5 innings at which point a game can be official if called because of rain with your team ahead.

Definitely 0, as mentioned above. But, isn't there a simpler way for a team to get a win: the other team forfeits. Zero pitches.
