Minimum number of pitches to win a game

9 innings x 3 outs = 27

or if you're winning 24 going into the bottom of the 9th at home

or less if its rained out. whats the rule, 6 innings?

Not sure about the 24 thing. You would still throw 27 to win the game. If you are winning and going into the bottom of the 9th, you are at bat and just pitched your 9th inning (9 x 3 = 27).

I'm talking about total team pitches, not what is needed for an individual to be declared the 'winning pitcher'
 
15. Game is official after 5 innings so if it's gone 5 innings and starts raining on and on, the game is over.

Could be 0 if the other team forfeits or the other team makes 15 non-pitch outs like batter box violations, I suppose.

A player is called out if, when the pitcher is set to throw, the batter switches to a different side of the plate.

If every batter on one team does this, the game will end with one team not throwing a single pitch.

another interesting way to reduce the number of pitches is a balk once a runner is on base. it is then possible to close an inning with only 2 pitches (and a triple play)

Wait....how do you get that? Balking doesn't award the batter a base, it just advances any players already on-base.

Definitely 0, as mentioned above. But, isn't there a simpler way for a team to get a win: the other team forfeits. Zero pitches.
