What sorts of affordable PCI video encoding hardware are there? Does the WinTV stuff do the encoding on-card or does it depend on the CPU?

Im thinking of using that cheap 10.5 inch lcd screen btu I sacrifice the dvd player. Any one know a cheap soultion to a screen? one of my friends said to use a ps2 screen since the itx can output to tv. but wouldnt the resolution suck?
