Metered network connection.

I am renting a room in a house and I want to share my high-speed internet connection with the owners to save money. I want to split the bandwidth equally so that no one person hogs the connection. Are there any wireless home networking routers that offer this type of metered network connection feature? I own a Belkin and a Netgear 802.11g router, but they do not offer this feature. Is there some way to implement what I want on them? I know you can assign time slots to turn a connection on and off automatically so that only one person can access the internet at a time. However, what I am looking for is full time bandwidth splitting.
 
I'm guessing some sort of linux like FreeBSD box could do this for you but honestly with just a few computers you shouldn't have to worry about this kind of thing.
