I would call that non-payment. Bankruptcy is a legal action taken to discharge debt. States can not file it. It's one of the reasons I feed at the State trough and not the City or County trough.

The house is looking good, a little touch up and she'll never know. I do need to take the steam cleaner to the basement.
She has a grandchild with her but it must be the other old guy you are thinking of.
