Sorry, maybe I will build one for sh!ts and giggles, although the penalty is pretty stiff if you get caught using it.

Although I will tell you there isn't a lot of soldering work involved there, even a beginner could do it.

you do realize it changes the light too right :p and you dont have to follow the crosswalk sign anyways....pedestrians ALWAYS have the right-away....just walk across :p

It would still be fun to make it change back to a red right after it turned green and watch the faces on the people getting ready to go :)

um.. you can.. While going though the light, point it at the other direction silly.

just go out really late at night to test it, you wont get caught

only thing you have to worry about is if theres a camera, which is somewhat rare. I wouldnt ever do it from my car though. I would do it at night, while on foot to test it.

you usually know where there are and arent cameras.....HOWEVER...id suggest you NOT use it at the lights that have those BRIGHT white lights that blink when the IR sensor is activated....:p
