Make Windows utilise more than 2 gigs of memory

Hello. I have just bought a new computer which has 4 gigabytes of RAM. I am using Windows Server 2003. All of the memory is recognised in POST, but not anywhere does the count in Windows surpass 2 gigs. Is this just an aestethical issue or does Windows simply not see all of my system memory? I know that the maximum for a 32-bit environment is 4 gigs, and recall slightly that there is something one has to do for Windows to reach it. Am I onto something or is there perhaps another solution?

if it isn't a 64bit OS it won't recognize the total 4 gig

The problem is now that the system won't boot with the PAE switch active. I never get to the Windows loading screen but instead there is only a blinking white bar.

Edit: I should perhaps add that I am using Enterprise Edition.
