Make Windows utilise more than 2 gigs of memory

Hello. I have just bought a new computer which has 4 gigabytes of RAM. I am using Windows Server 2003. All of the memory is recognised in POST, but not anywhere does the count in Windows surpass 2 gigs. Is this just an aestethical issue or does Windows simply not see all of my system memory? I know that the maximum for a 32-bit environment is 4 gigs, and recall slightly that there is something one has to do for Windows to reach it. Am I onto something or is there perhaps another solution?

Thanks in advance.

"Windows XP Professional and Windows Server 2003 Memory Support. The maximum amount of memory that can be supported on Windows XP Professional and Windows Server 2003 is also 4 GB. However, Windows Server 2003, Enterprise Edition supports 32 GB of physical RAM and Windows Server 2003, Datacenter Edition supports 64 GB of physical RAM using the PAE feature." http://www.microsoft.com/whdc/system/platform/server/PAE/PAEmem.mspx

The problem is now that the system won't boot with the PAE switch active. I never get to the Windows loading screen but instead there is only a blinking white bar.

Edit: I should perhaps add that I am using Enterprise Edition.
