Lost the ability to drag and drop? (Win2k)

Hi, im running win2k pro and i mysteriously lost the ability to drag and drop files. Weather it be to the recycle bin, folders, or other applications i cant drag and drop!?
 
I've never seen anything like that before. It's gotta be a corrupted DLL or something. Try doing a repair of Windows first.
