'supposed to' being the key words. I know Locke showed Eko earlier that it wouldn't respond but the timer was at around 40 minutes or so then. Maybe the communication window is somewhere between that and when the alarm begins to sound to remind them about the numbers? Don't know. Just throwing something out there.
