Absolutely. What you listed was the Rumsfeld strategy, which we all know McCain was one of the loudest opponents of.

You know what, I do remember McCain being a big critic of Rumsfield so I'll give you that but he did support the invasion and occupation and in doing so he did support a multitude of failed policies regarding Iraq whether he intended too or not.
