If she's on the street in front of your house... too bad. Unless it's a no-parking zone, anyone can park there. I don't believe that you've talked to the city engineer, etc. about this "problem." Also, I'd like to know what city allows people to put up their own no parking signs to stop people from parking on public property that happens to be in front of their house.

What are you talking about? If you're claiming (which you seem to be doing) that you own the property to the center of the street, then that previous quote makes absolutely no sense. (unless you have incredibly narrow streets.) Apparently you don't "own" to the center of the street; the city can do what they want on the first 6 feet of what you do own, ie the area between the sidewalk (if one exists) and the curb, such as lay down some new sewer pipes or water lines without digging up the road. "From the center of the street" is a simple way to convey the meaning that they can do it for the length of your property where it borders the street (and not, say, just one little semi-circle.)
