The 4500MHD should handle the playback okay but I have forgotten the security requirements. FYI I have an HP 2730p elitebook.

If you're in need of an external, you might want to consider a pre-built external. The panasonic UJ-120 can be had for as low as $80 (blu-ray and DVD burner). I'm not sure of the quality on it though. Self powered through double USB2.
As far as the OP lite-on model, it's damned cheap but it's a reader only, which limits the flexibility. Personally, I'd prefer to spend a few bucks more for a DVD-R model so I can burn the 1-2 DVD's per year on whatever machine I put it in.
