Technically - most of the nukes are pointed at our nuclear stock piles [Weapon Storage Areas - Bases with B1 bombers].

But if it was 1 major city which could not be saved - definitely Los Angeles as that would clear up quite a lot of the illegal immigration problem [and it'd probably get rid of annoying Megan Fox too]. :)

Detroit is the obvious answer, but quite a few places in Mississippi or Louisiana are worth mentioning. That said, I'd go with Los Angeles just because they were the first US city Google turned up when I put in "rioting fans." Any place that has sports fans rioting because of a win or a loss has SERIOUS issues.

Might as well nuke Philly and Vancouver then while you're at it.
