I was under the impression Detroit had already been nuked.

Anyway, my answer has already been mentioned. The only American city that needs to be nuked is DC, while congress is in session and some one forgot to warn them of the incoming strike. If we could find a way to ensure all the lobbyists were there that be a big help also.
