The point was badly worded but in context it meant that there were other things going on that had to take precedent over the hunt for one person, even as detestable as Bin Laden. Making sure that troops were as safe as reasonably possible while allowing them to do their mission would be one.

One can argue that Iraq was a cluster (and I do) but putting on your partisan hat to distort the meaning of words just leaves you being a hack. A more intelligent criticism would be that even before he took office GWB shifted the emphasis from Al-Qaeda to Saddam, a completely foolish move.
 
You should also link to the actual speech rather than just the text. I saw it again on TV recently-and despite all of PJ's wiggling listening to the words out of his own mouth it is abundantly clear GWB wasn't making an off the cuff or nuanced remark-he didn't care anymore about OBL as a threat (presumably because that would interfere with the sellling job of invading Iraq).
