Lag in gaming, but fps and benchmarks are normal

I meant a fresh Windows install on a separate HDD that is not in use. This preserves your current install, and allows you to test if a fresh install would help, before you commit to it.

Are you on windows 8.1? IIRC there was a mouse lag problem with it which was fixed later on. Check if the fix is installed on your system

Some game pads make games a lag fest, try unplugging any game pad or USB device not essential for your comp.
