Funny, several buddies used to do Gateway support about 7 or 8 years ago then their jobs got shipped overseas and their call center got shut down. I guess companies are realizing that people prefer to speak to people of their own culture again.
It isn't a culture issue as much as a language issue.
I wouldn't necessarily call it a language barrier b/c many techs and CS people in India speak English very well, but since they do not live in an English speaking society the little variations and expressions are not understood properly. I bet the support guys go home at the end of the day and tell their friends and family funny stories about the stupid Americans and how they talk funny.
Picture a good old boy from Alabama, a Canadian, a Cali. surfer, a NY Jew, a New Orleans thug, a British Soccer hooligan all in the same room. They all speak the same language but they may say things very differently. The accents are also very different.
