This is the law
"The President, Vice President, and all other civil Officers of the United States shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other High Crimes and Misdemeanors."
I don't see any category under which Bush fits.
3) Congress grow a pair? Its the House that starts the impeachment process, and the Senate that votes. Congress has no say in a presidential impeachment
2.) His warrantless wiretapping program is an explicit violation of FISA, a federal felony. (actually many thousands of them)
Sounds like grounds to me.
I agree that impeaching him now isn't a good idea politically, but legally they have all the justification anyone would ever need.
