how is that retarded attempt to draw a penalty by doing a false start on 4th without any intent on running a play allowed, so fucking stupid - you just try to draw a penalty and if you get called for a false start you're kicking anyways so it's a no risk ploy, shouldn't be allowed to kick if you "try" to run a play IMO
