It's because in the end he ended up keeping the 7850 and originally had a 6950.

If it is not 33% or more improvement, it is waste of time and money. Unless you are hardcore overclocker and doing it for sake of doing it.
If card A does 30fps on a game you play, then 10 or 20 % increase won't make it any more playable.
Not a fan of people who overcharge people for video cards like the 680. If i had a 680 and was selling it i would easily sell it for what i paid for it not 100 dollars more.
7850 overclocked should be 40-50% faster than a 6950
And you cannot overclock a 6950?
680 to a 7850 is NOT a upgrade.
