and drumpf keeps using the Stones song, against their direct wishes. Serious question here, what are the legal ramifications for continuing to use it without the consent of the author/songwriter(s)?

The RNC obtained performance rights from the PROs, and if the Rolling Stones have agreed to the terms upon joining the PROs, I don't know that there's much they can do legally.

If CPAC charges money to enter or sells stuff there can be but its more about royalties. I don't think a band can sell songs to DJs and such plus put terms on who uses the content.
