Sometimes I do get 1240. I'm still not 100% on how Boost really works, there seems to be no rhyme or reason for it to go up to 1250 here and only 1240 there (before 70c). It almost never goes over 70c though because I let the fan spin up to keep it down.

Either way, 1230, 1240, 1250...all is good and I cannot complain about the performance one bit.

During my testing, I have found exactly three reasons for boost to not stay at the theoretical maximum, which is essentially maximum stock boost plus the offset (give or take a few MHz):

(1) The temp is 70C or above;
(2) The TDP has exceeded the power offset
(3) The game does not present sufficient load to warrant full boost (e.g. Age of Empires III, Borderlands capped with vsync)

So, if your card is not running at 1250 (assuming stock boost on your card is 1164 and the +86 offset takes you to 1250), then you're either playing an old game, using vsync in a somewhat old game, you're over 70C, or the load is so high you've exceeded your power offset. And frankly, if you're overclocked and not using vsync in a game like BF3, you're pretty much going to exceed TDP, even if you could keep the card under 70C.

Yeah, so boost is not exactly what I'd call WYSIWYG.

EDIT: You got amazing gains going from C2Q to IVB. Wow - Batman, Dirt3 - like a different game, and FC2, well, that's really just a CPU benchmark at this point. I get a laugh trying to force my poor old C2D to serve up some Batman - it doesn't come close to keeping up with my midrange GTX460. Luckily you don't need much over 30fps to play the game.
