Al-Balawi was arrested by Jordanian intelligence more than a year ago. However, the Jordanians believed that al-Balawi had been successfully reformed and brought over to the American and Jordanian side, setting him up as an agent and sending him off to Afghanistan and Pakistan to infiltrate al-Qaida.

Lets see, the US guys that were killed were the holy warriors good guys and the sneaking fellow that we wanted to murder someone else in their bed and would have been the good guy if he did that was instead the bad guy for doing the same thing to the holy warriors who hoped to use him to further their ends.
IMHO, its more of a case where there are no good guys to be found on any side. And it sounds more like a feud between the Hatfields and McCoys than a legitimate way to solve real problems or even fight a war against terror.

My understanding is that the protocol did not break down, as not searching someone in a case like this is the established protocol. It is meant to foster trust with someone they are courting to do their bidding. Quite probably, the protocol will be reviewed and changed after this incident.
