31 in a base-8 number system (octal or oct for short) is the same as 25 in a base-10 number system (decimal or dec for short).

the number 31 in the Octal system is the number 25 in the Decimal system. (Also, 19 in Hex and 11001 in Binary, but those two are irrelevant).
