I think it's just a case of littering is bad, there is a guy cleaning up litter nearby and this leaves the man in the car feel entitled to just toss garbage right there.
A pedestrian was having none of it.

That's the message, at least. Whether it was staged or not, that's another matter.

This is years old. I remember seeing this on ATOT like a decade ago. So in other words, I put on my robe and wizard hat.
