Looks like a type of country that is very similar to caste system of people that feel entitled to put shit on the ground for lower class to clean-up or something? No idea what country that is though.

I think it's just a case of littering is bad, there is a guy cleaning up litter nearby and this leaves the man in the car feel entitled to just toss garbage right there.
A pedestrian was having none of it.
That's the message, at least. Whether it was staged or not, that's another matter.
