Top one has a very high current running through the copper wire, magnetic field makes it spin, but it heats up and eventually melts.
Bottom is ping pong balls plus dry ice.
 
That is Fallout: New Vegas. I'm not certain, but I'm pretty sure that isn't a shop either.

It was probably Fallout 3. Most folks are too dumb to know they can change the default colors.
Also, theres very few burned out offices like that in New Vegas but F3 is filled with them.
And I dont think New Vegas ever had a smashed door locked at 100. F3 has a few.

He wouldnt need to shoop it either, just use the console, click on the door, "Lock 100". Done. But again not everybody knows that.
