Still around today because the concept is sound, and I would wager the leg specific abilities make it very effective. It's why bolo projecting devices are being developed here for cops. Mobility gone = game over. I don't think it matters how strong or motivated you are if you get your legs bound with a kevlar binding, your ass is going on the ground.
Guns complicate things, but if the suspect has a knife or something that'd be very, very effective.
