You'd be surprised, it looks like it's shit visibility there, and I've seen packs of people assume that if person A is driving at speed, it's fine for them to as well. Leads to a feedback loop of 40MPH cars that are unable to stop if they need to.

Especially considering those truck drivers, they know what's up with the weather, looks like they just figured there'd be no reason to be going slow.

That's pretty much exactly how my mane my excellent compatriot (apparently that's a bad word... anyhow, my very large cat that happens to have a mane and looks like a small lion) acts.
