I've never had my website's bandwidth be exceeded in one month

1and1 is a good example. Many companies will actually do it by request, just not by default. I have plenty of clients that ask us to set up their accounts so that they dont get suspended and instead would prefer that they get billed so that they don't suffer a downtime because of it.
