I don't get the problem here. So your resume has a ton of Seattle stuff but your current address is Phoenix. If they're confused and ask, say "I'm from Seattle but have relocated here." It really is that simple.

Hilariously enough, I got my first entry level engineering job in a city & state that I wasn't even living in! Whoa, shit is cray right? Also, I had 0.00% experience or internships in the industry that I now work in. Amaze.

It's not super common here in Phoenix. They do a white washed version here that's disrespectful to the dance. (Cultural appropriation at its finest...) I'll leave it at that.

Other people do it. I know people personally who have done what I am trying to do. The difference is that they were able to get internships and I got shot down for every internship that I applied for. (They were in the CS department. I wasn't.)

If you can't find friendly people in Phoenix (especially dancers), the problem is you.
I've done blues and WCS. I've spent a lot of time with dancers here. I've dated dancers. I've introduced non-dancers to dance. The dance community here is not unfriendly.
I have hosted dances at my house. There are already established dances scenes as well. Before you whine about hosting a dance being different than organizing a club, the Arizona MR2 club (which I started) now has 150 members.

That's easy to do with everywhere. However, I don't like Phoenix.
I rather live in other places. SF and NYC are what I've been eyeing. Portland is what I was settling for before but the job market is horrendous even if you live there.
I have a strong feeling you will hate SF and NYC as much as you hate the desert. Maybe even more.
