I don't get the problem here. So your resume has a ton of Seattle stuff but your current address is Phoenix. If they're confused and ask, say "I'm from Seattle but have relocated here." It really is that simple.

Other people do it. I know people personally who have done what I am trying to do. The difference is that they were able to get internships and I got shot down for every internship that I applied for. (They were in the CS department. I wasn't.)

Hilariously enough, I got my first entry level engineering job in a city & state that I wasn't even living in! Whoa, shit is cray right? Also, I had 0.00% experience or internships in the industry that I now work in. Amaze.

I have not but my wife has,. Again you are just full of excuses.

You cry about not having social activities when you could easily do something about it. It's not like you are trying to ski in a desert.

If you can't find Lindy dancers in Phoenix, the problem is you.

If you can't find friendly people in Phoenix (especially dancers), the problem is you.

If it isn't swing music, it isn't swing dancing. They play a lot of non-swing music here at "swing dances". The dancing reflects the lack of swing music (I'm not talking about WCS either).

The people aren't friendly. People don't engage in conversations with me when I am there, even if I ask them to dance or what not. The amount of people who ask me to dance is absurdly low.

Your experience in the WCS community might differ from mine in lindy hop.

Dancing is different than a MR2 club. I don't know what you guys do with your club but I can tell you that hosting a dance isn't somethin' that I can just do as an outsider with ease. I know you may think it's similar but doing it right is not at all something to take lightly. Requires good DJs, good teachers, a good venue, and a good organizer/promoter. All of that is hard to find here. EDIT: And all of that costs money... And I rather not waste what little money I have left on a stupid risk. It wouldn't do anything for me in any way.

I'm not even going to touch the fire hazard that is of the rest of what you said.

That's easy to do with everywhere. However, I don't like Phoenix.

I rather live in other places. SF and NYC are what I've been eyeing. Portland is what I was settling for before but the job market is horrendous even if you live there.

I have a strong feeling you will hate SF and NYC as much as you hate the desert. Maybe even more.

I'm pretty doubtful. I liked being in SF during most of the times I was there. It helped that I was hanging out with a friend most of the time or doing other things. It is a bit dry at times.

NYC was okay. Nothing special on the social front but some of the people I like. Also, if I hate NYC I can always drive to Philadelphia, Boston, DC, or Baltimore for the weekend. (Or the day for Philadelphia) It is quite cold and cloudy though.
