Yup, some douchbag called the cops on me maybe five or six years go for my "barking dog", well, I didn't even have a dog! I get some blowhard literally waling his fists on my front door at 3AM like he is going to break it down.
"Sir, we have a noise complaint about your dog, it seems to be barking non stop. I need to see the dog to make sure it is ok"
"I don't have a dog, what the hell were you banging on the door so loudly for? This isn't a fucking crack house. I don't have a dog, good night" *slams door*

I had an issue with a neighbor parking on my property several years ago I let it go on for a year and a half assuming that the would stop on their own...they did not so I nicely approached them and asked the to please not park on my property they had plenty of parking directly in front of their own house there was no need to park in front of mine.
Half heartedly they she said sure whatever...and it continued...so instead of calling the cops I started leaving my trash cans there to remind them that it was my property and they should not be parking there...one came up missing the other was run over by a by a vehicle that had the exact same tires as their Ford Expedition.....coincidence?...I think not.
From that point on I just started calling the cops and letting them deal with it....that is what they are paid for...to enforce city ordinances which includes barking dogs.
My advice to the OP....call the cops....these people obviously don't give a shit about you as a neighbor...if they did they would do something about the dog themselves, the fact they do not is an indicator that they won't do anything if you ask yourself....they may just let it bark more just to piss you off.
Call the cops, let them deal with it and make sure to tell them and you are unsure if the animal is licensed....so that they check...that is another fine.
If that does not work, well, maybe some milk bone dog treats soaked in D-con get left laying randomly in their yard.

You sound like my neighbor across the street. "On your property" and "in front of your house" are two different things, assuming the latter is referring to the street.
