I was having computer issues earlier, thought I had them solved, and then of course the forums didn't come up.

Only reason would be browser config or issue somewhere. Javascript disabled maybe. Too hard to trouble shoot from here.

whenver I click the new topic button to post a new threat...nothing happens.

Enable popups from forums.anandtech.com in your browser and/or in external popup blocking software if you have it.
